Doing the Press Conference level on the White House, then completing Ballroom has a lot of pumpkin headed people and you will get the achievement quickly, providing that you have unlocked these levels. This is the easiest way to get the achievement. Another way to get the achievement is to start on the very first level of the game, and play until the first bonus level. If you can capture most of the pumpkin heads there in the bonus, it's extremely easy to get.
If you restart a level you will not lose the Pumpkin Heads that were consumed up to that point. Restarting Press Conference with less than 16 Pumpkin Heads (10 to be sure) remaining and then completing the level will grant the achievement.
This achievement can only be earned during the Halloween holiday.
